What the hell is wrong with Ashlee Simpson’s dress?

I’ll admit that I didn’t really notice at first, because I was momentarily distracted by the fact that she has AMAZING legs. But then it kind of jumped out at me.

What is that loop of fabric hanging off her dress supposed to be? Is it functional? Is it supposed to be edgy? Did she catch a loose stitch on her heels and rip it and just had to make the best of it?

No one really knows.
