In Touch Weekly says actress Penelope Cruz is the best dressed woman in Hollywood and I think I’d agree to that, although I think Reese Witherspoon also looks pretty good, too. 

According to the editors over at In Touch, they say Penelope is all about the red carpet romance and give quite the accolades:
